Download it here this is a MSI installer for windows machines only.  Install it as you would install any other application, just hit next to or OK to any Window that come up during the setup, you might need to reboot the computer after the installation.

To start creating Microsoft word documents to PDF files, open the document you want to convert and go to FILE>PRINT and choose PDFcreator to the printer you want to print ( PDFcreator works just like if are using a normal printer) the window on the image below will come up;

Here you have the options to Cancel the process, Wait-Collect, this option let you merge multiple documents on one PDF file, Option, it let you choose the options on how you want the program to behave, and many other options etc. E-mail let you e-mail the created document via e-mail, and last the Save button to save the PDF file.

As you can see you can save a bunch with this small application, it does great if you only need to create docs to PDF, if you need advanced options like create forms, or scripts you will need to shell out the money to buy a full Adobe Professional license.
