I had the same issue on my wife notebook and I was up all night trying different, way more complicated solutions to no avail. I finally installed it but I had no idea what step was the final fix. With your post it worked without issue. Thanks you so very much1

Abhijeet Ramchandran you saved me considerable time installing x64 SEP on my latest desktop. Server 2008 R2 64-bit: Right-click the lusetup.exe and run as an admin. Do the same for setup.exe for SEP.
I tried Matt's suggestion first, but it was already set to that property: %userprofile%
This gave me a headache yesterday, so wanted to save someone else grief! HGD!

I just wanted to post that what Abhijeet posted worked for me:

Server 2008 R2 64-bit: Right-click the lusetup.exe and run as an admin. Right click the lusetup.exe and run as an admin. Do the same for setup.exe for SEP, but again this should be done after the step below:
Delete the "PendingFileRenameOperations" key from HKLM>Sytem>CurrentControlSet>Control>session manager.

Also, make sure if you are using Win 7.

Right click the lusetup.exe and run as an admin.
