So if you are upgrading your current OS to Windows 7, you might run into a slight problem. That problem is the fact that you won’t be able to get past 62% sometimes! Not fun!
This happens because the Iphlpsvc service stops responding during the upgrade. However, it can also be caused by other Windows services failing. So how do you get past this point in the upgrade?
First, only try these solutions if you’re stuck at 62% only. If you got stuck at a different percent, you have to search more. There are two ways you can fix this problem. Read on.
Method 1 – Download file from Microsoft Fix it
The first way is to simply restart your computer when the upgrade fails and let your computer roll back to Windows Vista. Now download the following fix from Microsoft and run it.

It will give you instructions on how to run the fix and get passed the 62% hanging.
Method 2 – Fix it yourself
The second way to fix it is to do it yourself. First, restart the computer and roll back to Vista.
Then click on Start, right-click Computer and choose Properties.
Now click on Advanced System Settings in the left hand pane. In the System Properties dialog box, click on Advanced and then Environment Variables at the bottom.
Under System Variables, click New. Now type in MIG_UPGRADE_IGNORE_PLUGINS for the Variable name and IphlpsvcMigPlugin.dll for the Variable value.
Click OK a couple of times until you’re out of all the dialog boxes. Now start the upgrade installation again and hopefully your installation doesn’t get stuck at 62% anymore! Enjoy!
We have about 40 notebooks at my work and we are phasing out Windows Vista but seeing as the users are teachers they have many important documents and teaching applications that I don’t want to risk losing. I have successfully upgraded about 10 of these notebooks running Vista Business but about 5 so far have frozen at the last stage of the installation where it transfers files, settings etc. I have even left the notebook over the weekend. I also tried an upgrade on a new notebook that nobody has used yet and yet it failed the upgrade.
I have also made sure that I have uninstalled all useless and not used applications and made sure drivers are up to date, including using the get latest updates install option. A clean boot also failed. I am also trying installing from the files that I placed on the hard drive to rule out the DVD rom.
I have tried possibly all the methods around this problem and so far none have worked. I have tried the manual method listed above and that also didn’t work. I am now trying after installing the MS fix. Hopefully this attempt works.
Seems to be a wide spread problem. Hope I can post a solution.
